hi,
You MUST have a phone # to refill. There is no way to refill a SIM card #, only refill a "phone #" is possible.

You can activate your card with $0 balance, please visit here: https://www.wireless.att.com/GoPhoneWeb/goPhoneLanding.do?method=activatePayGo

All you need is,
1. SIM card #
2. IMEI,
3. USA zip code,
4. Your email address,
5. the plan you want.

you will get your phone ....More

Please call 611 from your cell phone.
You will have the option changing your rate plan there.

When doing that, you'll be asked for the account pasd code.
Your account pass code will be e-mail to you soon.

However, the "option area", it has the updated plan - US$50 for 30 day unlimited calling to the USA.
